Preserve the Polar Regions and Glaciers - Part XIII

La poste estonienne a été une des 1ères administrations postales (la 1ère ?) à avoir émis une série commémorant la campagne philatélique internationale "Protégeons les régions polaires et les glaciers" ("Polaaralade ja jääliustike kaitsmine" en estonien).
Un bloc-feuillet composé de 2 timbres à forte valeur faciale (15,00 EEK, soit 0,96€ chacun) a en effet été émis le 15 janvier 2009.
Je suis très heureux d'avoir reçu ce bloc-feuillet sur l'enveloppe ci-dessous postée en recommandé le 23 avril 2009 de Tallinn. Merci beaucoup Pirjo :-)
La poste estonienne a choisi de représenter sur ce bloc un glacier du continent Antarctique, d'où les cartes de l'Antarctique figurant dans les marges supérieures et inférieures.
The Estonian Post was one of the first postal administrations (the first one ?) to issue stamps commemorating the international Philatelic campaign "Preserve the Polar Regions and Glaciers" ("Polaaralade ja jääliustike kaitsmine" in Estonian).
A souvenir sheet consisting of two stamps with a high nominal value (EEK 15.00, ie € 0.96 each) has indeed been issued on 15th of January 2009.
I'm very pleased to have received this souvenir sheet on the registered cover below mailed on 23th of April 2009 from Tallinn.

The Eesti Post has chosen to depict on this sheet an Antarctic glacier, hence the maps of Antarctica included in the upper and lower margins.

Ce glacier semble être en train de s'effriter sous l'effet du réchauffement climatique symbolisé par les couleurs jaunes et oranges en haut de ce bloc. Le résultat est graphiquement parlant très réussi je trouve :-)
Le timbre de droite fait référence à l'année polaire internationale 2007-2009. L'emblème de cette campagne internationale, un cristal de glace, figure sur les 2 timbres.
L'Estonie entretient depuis longtemps des liens avec la région polaire antarctique grâce notamment à Fabian Gottlieb von Bellingshausen (1778-1852), explorateur d'origine estonienne qui fut le 1er à faire le tour du continent antarctique entre 1819 et 1821 !
Le pays fait partie des 46 pays ayant signé (en 2001) le traité sur l'Antarctique et prend part à des programmes internationaux de recherches scientifiques.
Les marges à droite et à gauche de ce bloc comportent des mentions en estonien, je serais très curieux de connaître leur signification ??
This glacier seems to be in the process of crumbling under the impact of climate change symbolized by the yellow and orange colors at the top of this sheet. The result is graphically speaking very successful I find :-)
The stamp on the right refers to the International Polar Year 2007-2009. The insignia of this international campaign, a stylized ice crystal, is included on each stamp.
Estonia has long links with the Antarctic polar region notably thanks to Fabian Gottlieb von Bellingshausen (1778-1852), explorer of Estonian origin, who was the first to circumnavigate the Antarctic continent between 1819 and 1821 !
The country is part of the 46 countries which have signed (in 2001) the Antarctic Treaty and participates in international scientific research expeditions.
The left and right margins of this sheet contain sentences in Estonian...I'd be very curious to know their meaning ??

Ce timbre commémore les 90 ans (jour pour jour) de la 1ère session de l'assemblée constituante en 1919, plus d'un an après la déclaration d'indépendance du pays.
Cette assemblée deviendra "Riigikogu" (Assemblée d'état) à partir de fin 1920. C'est également le nom officiel du parlement estonien depuis la 2ème indépendance du pays en 1991.
Les 101 députés du Riigikogu, élus tous les 4 ans à la proportionelle, nomment le président de la république.
L'illustration de l'enveloppe montre la salle dans laquelle ont lieu les sessions du parlement, dans une aile (construite en 1922) du château de Toompea, datant du moyen-âge, situé sur une colline qui domine la capitale estonienne.
La tour principale de ce château, appelée "Pikk Hermann", est représentée sur l'oblitération "1er jour" ci-dessus. Un drapeau estonien flotte au-dessus de cette tour, qui figurait sur un timbre émis en 2006...

This stamp commemorates the 90 years (to the day) of the 1st session of the Constituent Assembly in 1919, one year after the declaration of independence.
This Assembly was called "Riigikogu" (State Assembly) from the end of 1920. This is also the official name of the Estonian Parliament from 2nd independence in 1991.
The 101 members of the Riigikogu, elected every four years to the proportional, appoint the President of the Republic.
The illustration on the cover depicts the room where the sessions take place in parliament, in a wing (built in 1922) of the Toompea castle, dating from the Middle Ages, situated on a hill overlooking the capital of Estonia.
The main tower of this castle, called "Pikk Hermann", is represented on the FDC cancellation above. An Estonian flag is floating above this tower, which appeared on a stamp issued in 2006...
