When Mauritius claims Chagos Archipelago through a new souvenir sheet...

Quand Maurice revendique l'archipel des Chagos à travers un nouveau bloc-feuillet...

Le 11 décembre 2017, la poste mauricienne avait déjà émis une série (3 timbres) consacrée aux zones maritimes de l'Océan Indien rattachées à ce pays, incluant l'île de Tromelin, administrée par les TAAF, et l'archipel des Chagos, administrée par le territoire britannique de l'océan Indien...
Le 23 août 2019, un bloc-feuillet (2 timbres) a cette fois été mis en circulation, consacré à un avis consultatif de la Cour Internationale de Justice du 25 février 2019 à propos de ce même archipel des Chagos.
Cet avis, faisant suite à la résolution 71/292 (soutenue par les pays africains) adoptée en juin 2017 par l'Assemblée générale des Nations Unies, mentionne que "le processus de décolonisation de Maurice n'a pas été validement mené à bien lorsque ce pays a accédé à l'indépendance" et que "le Royaume-Uni était tenu, dans les plus brefs délais, de mettre fin à son administration de l'archipel des Chagos".
On December 11, 2017, the Mauritian Post had already issued a series (3 stamps) devoted to the maritime zones of the Indian Ocean claimed by this country, including the island of Tromelin, administered by the TAAF, and the archipelago of Chagos, administered by the British territory of the Indian Ocean ...
On August 23, 2019, a souvenir sheet (2 stamps) was put into circulation, this time devoted to an advisory opinion of the International Court of Justice of February 25, 2019 about this same Chagos archipelago.
This opinion, following resolution 71/292 (supported by African countries) adopted in June 2017 by the United Nations General Assembly, mentions that "the process of decolonization of Mauritius was not lawfully completed when that country acceded to independence" and that "the United Kingdom is under an obligation to bring to an end its administration of the Chagos Archipelago as rapidly as possible".


Cet avis a été validé par les Nations Unies via une résolution du 22 mai 2019 mais Londres n'est pas pressé de rétrocéder cet archipel des Chagos à Maurice, ces îles faisant partie d'une énorme zone maritime et l'île de Diego Garcia abritant l'une des bases militaires américaines les plus grandes et secrètes d'outre-mer...

Le siège des Nations Unies à New-York est représenté dans le fond, avec une partie des drapeaux des pays membres au 1er plan (dont Maurice à gauche, à côté de l'ancien drapeau de la Mauritanie...).
La Cour Internationale de Justice (CIJ) est en effet l'organe judiciaire principal des Nations Unies, instituée en juin 1945.
Le Palais de la Paix à La Haye, siège de la CIJ, est représenté sur le timbre à 25 Rs, l'autre timbre (13 Rs) étant consacré à une carte des différentes îles composant cet archipel des Chagos.
La partie supérieure de ce bloc-feuillet comporte les armoiries de Maurice et fait mention de cet avis consultatif de la CIJ sur la décolonisation du pays.
This advisory opinion was validated by the United Nations via a resolution of May 22, 2019 but London is in no hurry to retrocede this archipelago of Chagos to Mauritius, these islands forming part of a huge maritime area and the island of Diego Garcia sheltering one of the largest and secretest US military bases overseas ...

The United Nations headquarters in New York is featured in the background, with some of the flags of member countries in the foreground (including Mauritius on the left, next to the old flag of Mauritania ...).
The International Court of Justice (ICJ) is indeed the principal judicial organ of the United Nations, established in June 1945.
The Peace Palace in The Hague, headquarters of the ICJ, is depicted on the Rs 25 stamp, the other stamp (13 Rs) being devoted to a map of the different islands making up this archipelago of Chagos.
The top part of this souvenir sheet features the coat of arms of Mauritius and mentions this ICJ advisory opinion about the decolonisation of the country.
