Après 2010 et un splendide bloc-feuillet gravé consacré à l'art roman, les administrations postales françaises et espagnoles en Principauté d'Andorre ont mis en circulation, le 8 novembre 2019, un nouveau timbre commun consacré cette fois au 25ème anniversaire de l'entrée d'Andorre au Conseil de l'Europe (qui célèbre cette année les 70 ans de sa création).
La version de la poste française de ce timbre commun (1,30€, tirage : 60000), conçu par Stéphanie Ghinéa, figure sur le pli Premier Jour ci-dessous.
A noter encore cette vilaine double oblitération mécanique du 12 novembre 2019 appliquée par la plate-forme du courrier de Wissous (code 38276A)...
La poste française a imprimé ce timbre en feuillet composé de 4 timbres, avec marges illustrées (étoiles et mention de ce 25ème anniversaire) alors que le timbre espagnol (1,40€, tirage : 70000) a été imprimé en feuille de 16 timbres.
After 2010 and a splendid engraved souvenir sheet devoted to Romanesque art, the French and Spanish postal administrations in the Principality of Andorra put into circulation, on November 8, 2019, a new joint stamp dedicated this time to the 25th anniversary of the entry of Andorra to the Council of Europe (which celebrates this year the 70 years of its creation).
The French Post's version of this joint stamp (€ 1.30, print run: 60,000), designed by Stéphanie Ghinéa, is present on the First Day cover below.

The French Post printed this stamp in sheetlet composed of 4 stamps, with illustrated margins (stars and mention of this 25th anniversary) while the Spanish stamp (€ 1.40, print run: 70,000) was printed in sheet of 16 stamps.
Ce timbre de grande taille (58 x 40 mm) est particulier car il est composé d'une dentelure centrale, simulant la frontière entre la France et l'Espagne, avec une carte de la Principauté d'Andorre au centre (avec une vue stylisée de l'assemblée parlementaire du Conseil de l'Europe dans le fond).
Le timbre français figure au-dessus de cette dentelure (du bon côté de la frontière) alors que le timbre espagnol est en dessous (il est ainsi possible d'associer les 2 timbres en retirant les vignettes de chaque timbre !).
La Principauté d'Andorre est devenue le 33ème état membre du Conseil de l'Europe le 10 novembre 1994, dont les actions dans le pays sont consacrées par exemple à la prévention de la torture, la lutte contre le racisme, la protection des droits sociaux et de minorités, la lutte contre la corruption et le blanchiment des capitaux.
Cette thématique du Conseil de l'Europe a déjà été traitée en Andorre dans le passé, par exemple en 1995 (poste française, entrée au Conseil de l'Europe), 2004 (postes française et espagnole, 10ème anniversaire de l'entrée au Conseil de l'Europe) ou 2012 (poste française, présidence du Conseil de l'Europe par Andorre).
This large (58 x 40 mm) stamp is special because it consists of a central perforation, simulating the border between France and Spain, with a map of the Principality of Andorra in the center (with a stylized view of the Parliamentary Assembly of the Council of Europe in the background).
The French stamp occupies the upper part (on the right side of the border) while the Spanish stamp is under this perforation (it is thus possible to associate the two stamps by removing the labels of each stamp!).
The Principality of Andorra became the 33rd member state of the Council of Europe on November 10, 1994, whose actions in the country are devoted for example to the prevention of torture, the fight against racism, the protection of social rights and minorities, the fight against corruption and money laundering.
This theme of the Council of Europe has already been dealt with in Andorra in the past, for example in 1995 (French Post, entry to the Council of Europe), 2004 (French and Spanish Posts, 10th anniversary of the entry to the Council of Europe) or 2012 (French Post, Presidency of the Council of Europe by Andorra).
