Mercosur and UPAEP stamps on cover from Paraguay

Timbres Mercosur et UPAEP sur lettre du Paraguay

Un grand merci Juan de me permettre, cela est rare, d'évoquer la philatélie du Paraguay, à travers cette jolie lettre postée le 22 février 2015 de la succursale postale située dans le centre commercial "Shopping del Sol" à Asuncion, la capitale du pays.
Le thème choisi en 2014 pour les timbres AMERICA - UPAEP était consacré aux "Héros et dirigeants" ("Próceres y Líderes" en espagnol) et la poste paraguayenne a mis en circulation, le 9 octobre 2014, 2 timbres dont celui utilisé à gauche sur cette lettre.
Ce timbre (4000 guaraníes) évoque le général Bernardino Caballero (1839-1912) qui fut président du Paraguay entre 1881 et 1886.

The theme chosen in 2014 for the AMERICA - UPAEP stamps was devoted to "Heroes and Leaders" ("Próceres y Líderes" in Spanish) and the Paraguayan Post has put into circulation on October 9, 2014, two stamps including the one used on the left on this letter.
That stamp (4,000 Guaraní) is devoted to the General Bernardino Caballero (1839-1912), who was President of Paraguay between 1881 and 1886.


Bernardino Caballero est arrivé au pouvoir après un coup d'état (sans doute ce que symbolise ce canon sur le timbre...), a privatisé une grande partie des terres. Il sera à l'origine d'autres coups d'état et d'élections truquées afin de faire élire des candidats du parti conservateur Colorado qu'il a fondé en 1887.
Le timbre ci-dessus à droite (10000 guaraníes) a été émis en 2014 (à quelle date exacte ?) dans le cadre des émissions "Mercosur", cette communauté économique et politique regroupant 5 pays sud-américains.
Le thème retenu en 2014 était la lutte contre les discriminations, l'intégration des personnes handicapées a priori sur ce timbre.
A noter que la Paraguay avait été exclu en 2012 du Mercosur, suite à la destitution du président Lugo, avant de le réintégrer en décembre 2013...
Le dernier timbre ci-dessus (1000 guaraníes), montrant une carte de la ville d'Asuncion datant de 1809, fait partie d'une série de 2 timbres, émise le 12 octobre 2013, consacrée au 200ème anniversaire de la proclamation de la république au Paraguay.
Cette proclamation a eu lieu le 30 septembre 1813 lors du 2ème congrès national et la mise en place d'une nouvelle forme de gouvernement, le Consulat, dirigé alors par Fulgencio Yegros et José Gaspar Rodríguez de Francia (représentés sur le 2ème timbre de cette série).
Bernardino Caballero came to power after a coup (maybe what this cannon symbolizes on the stamp...), privatized much of the land. He was later at the origin of other coups and rigged elections in order to elect candidates of the conservative Colorado Party, he founded in 1887.
The stamp above to the right (10,000 Guaraní) was issued in 2014 (the exact date ?) as part of the "Mercosur" series, referring to this economic and political community comprising five South American countries.
The theme in 2014 was the fight against discrimination, the integration of disabled people a priori featured on that stamp.
To note that Paraguay had been excluded in 2012 from Mercosur, following the impeachment of President Lugo, before being reintegrated in December 2013...
The last stamp above (1,000 Guaraní), showing a map of the city of Asuncion dating from 1809, is part of a series of two stamps, issued on October 12, 2013, dedicated to the 200th anniversary of the proclamation of the Republic in Paraguay.
This proclamation was held on September 30, 1813 at the 2nd National Congress and the establishment of a new form of government, the Consulate, then led by Fulgencio Yegros and José Gaspar Rodríguez de Francia (both shown on the second stamp of this series).
