Arab Postal Day 2012 - Joint stamp issue

Suite à une recommandation de la Commission Arabe Permanente des Postes (CAPP), sous l'égide de la Ligue Arabe, les administrations postales des 22 pays membres ont été invitées à émettre à nouveau une série commune de timbres, le 3 août 2012, afin de commémorer la journée de la poste arabe.
Cette émission commune fait ainsi suite à celle de 2008 concernant cette même journée de la poste arabe.
La Journée de la poste arabe est en effet célébrée chaque année le 3 août afin de mettre en évidence le rôle joué par la poste dans le développement et la coopération entre les pays arabes et de marquer l'importance des technologies de communication et d'information dans le monde arabe.
Following a recommendation of the Arab Permanent Postal Commission (APPC), under the auspices of the Arab League, the postal administrations of the 22 member countries were invited to issue again a joint set of stamps, on August 3, 2012, to commemorate the Arab postal Day.
This joint stamp issue is following the issue of 2008 devoted to that same Arab Postal Day.
The Arab Postal Day is indeed celebrated every year on August 3 to highlight the role played by the Postal services in the development and cooperation between the Arab countries and to mark the importance of communication and information technologies in the Arab world.


Suite à un concours organisé par la CAPP, l'illustration reproduite sur ce timbre commun est l'oeuvre de Mohamed Nidham du Sultanat d'Oman. Il représente une carte des pays de la ligue arabe ainsi qu'un pigeon (ou une colombe ?) voyageur. L'emblème de la ligue arabe est également inclus sur la partie droite du timbre.
Mais comme en 2008, cette émission commune 2012 a vite tourné au fiasco puisque, parmi les 22 pays membres de la Ligue Arabe, seuls 11 d'entre eux (Maroc, Tunisie, Emirats Arabes Unis, Bahreïn, Oman, Qatar, Egypte, Arabie Saoudite, Irak, Palestine et Soudan) ont effectivement émis ce timbre pour l'instant...
Et parmi ces 11 pays, certains n'ont même pas respecté la date du 3 août comme la poste des Emirats Arabes Unis qui a émis ce timbre (225 fils) le 15 août 2012 comme l'atteste le FDC officiel ci-dessus. Merci beaucoup Ganesh :-)
Following a design competition organized by the APPC, the illustration reproduced on this joint stamp is a work by Mohamed Nidham from the Sultanate of Oman. It shows a map of the countries of the Arab League as well as a carrier pigeon (or is it a dove ?). The emblem of the Arab League is also included on the right side of this stamp.
But as it was the case in 2008, this 2012 joint issue has also quickly turned into a fiasco because, among the 22 member countries of the Arab League, only 11 of them (Morocco, Tunisia, United Arab Emirates, Bahrain, Oman, Qatar, Egypt, Saudi Arabia, Iraq, Palestine and Sudan) have actually issued this stamp for the moment...
And among these eleven countries, some of them have not even issued this stamp on August 3 like the UAE's post that has issued this stamp (225 Fils) on August 15, 2012 as evidenced by the official FDC above. Thank you very much Ganesh :-)


La poste tunisienne est une bonne élève puisque, comme en 2008, son timbre a bien été émis le 3 août 2012 !
C'est ce timbre (0,6 dinars) qui figure en 2 exemplaires sur la lettre ci-dessus, postée le 9 octobre 2012 (le jour où est célébré chaque année la Journée mondiale de la poste !) de Nabeul. Merci beaucoup Nabil :-)
Toujours intéressant d'analyser des timbres comportant des cartes géographiques... Ce timbre ne montre en effet que la partie haute du continent africain donc tant pis pour les "petites" Comores qui n'y figurent pas, la Syrie, qui a pourtant été exclue de la ligue arabe, fait pourtant bien partie de cet ensemble vert ci-dessus (idem pour Israël !), le Soudan y est bien représenté "amputé" du territoire correspondant au Soudan du Sud qui a obtenu récemment son indépendance...
A ce jour, 11 pays (sur 22 !) n'ont donc pas participé à cette émission commune : Algérie, Libye, Mauritanie, Somalie, Djibouti, Comores, Jordanie, Koweït, Syrie, Liban et Yemen...
The Tunisian Post has set a good exemple because, as in 2008, its stamp has well been issued on August 3, 2012 !
It is that stamp (0.6 Dinars) that appears in two copies on the cover above, mailed on October 9, 2012 (when World Post Day happens each year !) from Nabeul. Thank you very much Nabil :-)
Always interesting to analyze stamps including maps ... This stamp is only showing the upper part of the African continent so too bad fot the "little" Comoros islands that are not included, Syria, although it has been excluded from the Arab League, is however part of this green whole (the same for Israel !), the map of Sudan is well featured without the territory of South Sudan, which recently won its independence...
To date, 11 countries (out of 22 !) have not participated in this joint stamp issue : Algeria, Libya, Mauritania, Somalia, Djibouti, Comoros, Jordan, Kuwait, Syria, Lebanon and Yemen...
