1ère lettre du Myanmar !

My first cover from Myanmar !

Merci beaucoup Thitar pour cette jolie lettre recommandée postée le 18 novembre 2010 de Yangon (anciennement Rangoon), l'ancienne capitale de la République de l'Union du Myanmar (anciennement Birmanie), la nouvelle appellation du pays depuis le 21 octobre 2010 !
Difficile toutefois de faire abstraction du régime militaire dictatorial qui dirige d'une main de fer ce magnifique pays... espérons que la totalité des prisonniers politiques seront bientôt libérés...
Dommage que la vignette comportant le code barre du recommandé ait été collée sur la marge inférieure de ce bloc-feuillet (composé d'un timbre à 100 kyats montrant une famille autour d'un globe terrestre faisant pousser une plante sur le pôle nord, la région où la couche d'ozone (O₃) est la plus menacée) ci-dessous...
Thank you very much Thitar for this nice registered cover mailed on November 18, 2010 from Yangon (formerly Rangoon), the ancient capital of the Republic of the Union of Myanmar (formerly Burma), the new name of the country since October 21, 2010 !
Difficult however to ignore the dictatorial military regime that rules with an iron hand this beautiful country... hoping that all political prisoners will be released soon...
Too bad that the sticker including the registered barcode was affixed on the bottom margin of the souvenir sheet (with one stamp at 100 kyat featuring a family around a globe making grow a plant on the north pole, the region where the ozone (O₃) layer is most threatened) below...

Je suis toutefois heureux d'avoir reçu cette lettre car la poste du Myanmar n'émet pratiquement jamais de bloc-feuillet (d'ailleurs, je me demande si ce n'est pas le premier ?).
A noter les 2 oblitérations différentes apposées sur ce bloc : le timbre à date "1er jour" bleu du 18 novembre 2010 et une oblitération classique (encre noire) du bureau de poste principal de Yangon.
Au fait, comme indiqué (uniquement en anglais) dans la marge supérieure, cette émission commémore le 25ème anniversaire de la convention de Vienne sur la protection de la couche d'ozone, adoptée le 22 mars 1985. Cette convention, non contraignante, vise à accroître la coopération internationale afin de limiter les risques que les activités humaines peuvent faire courir à la couche d'ozone.
I'm however happy to have received this letter because the Post of Myanmar is almost never issuing any souvenir sheets (I wonder if this is not the first one ?).
To note the two different cancellations applied on this block : the blue FDC cancellation of November 18, 2010 and a classic (black ink) hand postmark from the general post office in Yangon.
Btw, as indicated (only in English) in the top margin, this issue commemorates the 25th anniversary of the Vienna Convention for the Protection of the Ozone Layer, adopted on March 22, 1985. This Convention, not restrictive, aims to increase international cooperation to limit the risks that human activities pose to the ozone layer.

A l'occasion de la journée internationale de la protection de la couche d'ozone, le 16 septembre 2010 (qui a eu curieusement lieu le 15 septembre au Myanmar comme mentionné sur la photo ci-dessus !), instituée par le Secrétariat de l'Ozone du Programme des Nations Unies pour l'Environnement (PNUE), l'Union du Myanmar a organisé une manifestation nationale au International Business Center de Yangon, sous l'autorité de la commission nationale pour les questions environnementales (NCEA).
Le directeur général de la NCEA est représenté à droite sur la photo ci-dessus en train de remettre le 1er prix (concours national pour la conception d'un timbre commémoratif) à Ye Win (23 ans) qui a dessiné ce bloc-feuillet.
Ye Win a d'ailleurs signé et daté (en haut à gauche) la lettre ci-dessus :)
A noter que les 250000 bloc-feuillets devaient initialement être émis le 24 octobre 2010...
To mark the International Day for the Preservation of the Ozone Layer, on September 16, 2010 (which curiously took place on September 15 in Myanmar as mentioned on the photograph above !), established by the Ozone Secretariat of the United Nations Environment Programme (UNEP), the Union of Myanmar has organized a National Celebration at the International Business Center in Yangon under the authority of the National Commission for Environmental Affairs (NCEA).
The NCEA's Director General is appearing to the right on the photo above, delivering the 1st Prize (of the design competition for commemorative postal stamp) to Ye Win (23 years old) who have designed this miniature sheet.
Ye Win has besides signed and dated (top left) the registered letter above :)
To note that the 250,000 miniature sheets had originally to be issued on October 24, 2010...
