Sir Charles Augustus Hartley (1825-1915), surnommé "Le père du Danube", est un ingénieur anglais de l'ère victorienne spécialisé dans l'ingénierie hydraulique.
Après avoir servi au sein d'une unité spécialisée anglo-turque pendant la guerre de Crimée (1853-1856), qui oppose la Russie à l'Empire ottoman allié à l'Angleterre, au royaume de Piémont-Sardaigne et à la France, Charles Hartley devient, suite au Traité de Paris (1856), ingénieur en chef de la Commission Européenne du Danube et supervise l'aménagement du delta (en particulier le bras de Sulina) pour en faciliter l'accès à la navigation, jusqu'en 1872. 
Il est anobli en 1862 par la reine Victoria et sera nommé "Knight Commander of the order of St Michael and St George" en 1884.
Charles Hartley collabora également à l'aménagement du delta du Mississippi ainsi qu'à la construction du Canal de Suez.  
Sir Charles Augustus Hartley (1825-1915), nicknamed "The Father of the Danube", was an English engineer of the Victorian era who specialized in hydraulic engineering.
After serving in a specialized Anglo-Turkish unit during the Crimean War (1853-1856), which pitted Russia against the Ottoman Empire, allied with England, the Kingdom of Piedmont-Sardinia, and France, Charles Hartley became, following the Treaty of Paris (1856), Chief Engineer of the European Commission of the Danube River and oversaw the development of the delta (particularly the Sulina branch) to facilitate access to navigation, until 1872.
He was knighted in 1862 by Queen Victoria and was appointed Knight Commander of the Order of St. Michael and St. George in 1884.
Charles Hartley also collaborated on the development of the Mississippi Delta and the construction of the Suez Canal.

En outre, il fut consulté par les gouvernements britannique et d'autres pays dans le cadre de nombreux autres travaux fluviaux et portuaires, notamment l'amélioration de la navigation sur l'Escaut, le Hooghly, le Don et le Dniepr, ainsi que des ports d'Odessa, Trieste, Constanţa, Bourgas, Varna et Durban.
En 1907, il fut nommé membre honoraire de l'Académie roumaine. 
Le 3 février 2025, la poste moldave a mis en circulation une enveloppe pré-timbrée (5 L, tirage : 200, conception : Eugeniu Verebceanu, prix de vente : 25 L) consacrée au 200ème anniversaire de la naissance de Charles Hartley.

L'illustration sur l'enveloppe a été conçue à partir d'une carte du delta du Danube par le géographe et cartographe prussien Heinrich Kiepert (1818-1899).
Nicolae a utilisé un autre timbre (5,75 L) faisant partie d'un bloc-feuillet (3 timbres + 1 vignette, tirage : 64200, conception : Lilian Iațco) émis le 5 janvier 2017, consacré aux mois de l'année dans la tradition populaire.
Ce timbre évoque en particulier le mois de février ("Făurar" ou "Luna Lupilor"), considéré comme un mois cruel annonçant de grandes gelées et des tempêtes de neige (2 semaines où tout se fige et 2 semaines où le dégel commence). Ce mois est celui des préparatifs agricoles qui commenceront le mois d'après lorsque le temps sera plus doux.
In addition, he was consulted by the British and other governments on numerous other river and port projects, including the improvement of navigation on the Scheldt, Hooghly, Don, and Dnieper rivers, as well as the ports of Odessa, Trieste, Constanta, Burgas, Varna, and Durban.
In 1907, he was made an honorary member of the Romanian Academy.
On February 3, 2025, the Post of Moldova issued a prepaid envelope (5 L, print run: 200, design: Eugeniu Verebceanu, selling price: 25 L) dedicated to the 200th anniversary of the birth of Charles Hartley.

The illustration on the envelope was based on a map of the Danube Delta by the Prussian geographer and cartographer Heinrich Kiepert (1818-1899).
Nicolae used another stamp (5.75 L) from a souvenir sheet (3 stamps + 1 label, print run: 64,200, design: Lilian Iațco) issued on January 5, 2017, dedicated to the months of the year in popular tradition.
This stamp particularly evokes the month of February ("Făurar" or "Luna Lupilor"), considered as a cruel month announcing great frosts and snow storms (2 weeks when everything freezes and 2 weeks when the thaw begins). This month is devoted to agricultural preparations which will begin the following month when the weather will be milder.
