Timbre América-UPAEP 2023 (Philatélie et timbres-poste) sur FDC du Paraguay
Après les arts en 2022 et avant l'environnement en 2024, le thème choisi en 2023 pour les
émissions de timbres América-UPAEP était consacré à la philatélie et timbres-poste ("Filatelia y Sello Postal").
Pour rappel, l'UPAEP (Union Postale des Amériques, de l'Espagne et du
Portugal) est une union restreinte de l'UPU, créée en 1911, regroupant
une trentaine de pays et territoires.
L'UPAEP, basée à Montevideo
(Uruguay), vise à développer et moderniser les services postaux, en
facilitant l'échange d'expériences et la mise en œuvre de projets de
coopération entre les pays membres.
A l'image des timbres EUROPA, des
timbres UPAEP sont émis chaque année depuis 1989, par une quinzaine de
pays environ, sur un thème commun.
La
poste du Paraguay a émis chaque année depuis 1989 des timbres UPAEP, ce
qui fut le cas le 9 octobre 2023 (Journée mondiale de la poste) avec
un timbre + vignette attenante (tirage : 3000)
illustrant ce thème de la philatélie et timbres-poste.
After the arts in 2022 and before environment in 2024, the theme chosen in 2023 for the América-UPAEP stamp issues was devoted to philately and postage stamps ("Filatelia y Sello Postal").
As a reminder, UPAEP (Postal Union of
the Americas, Spain and Portugal) is a restricted union of the UPU,
established in 1911, bringing together about thirty countries and
territories.
UPAEP, headquartered in Montevideo, Uruguay, aims to
develop and modernize postal services, facilitating the exchange of
experiences and the implementation of cooperation projects between
member countries.
Like EUROPA stamps, UPAEP stamps are issued each year since 1989 by around fifteen countries, on a common theme.
The Paraguayan postal service has issued UPAEP stamps every year since 1989, which was the case on October 9, 2023 (World Post Day) with a stamp + attached label (print run: 3,000) illustrating this theme of philately and postage stamps.

Le tableau transformé en timbre est un portrait du jeune Sebastián Mendoza Pintos, qui exprime sa passion pour la philatélie. L'action du protagoniste principal est celle que tout collectionneur effectue en organisant ses timbres pour les ranger ensuite dans un album.
Sebastián utilise également un outil très important pour les passionnés de philatélie : la loupe (également présente sur la vignette), qui lui permet d'observer les plus petits détails de chaque timbre.

The painting transformed into a stamp is a portrait of the young Sebastián Mendoza Pintos, expressing his passion for philately. The main character's action is that of any collector: organizing their stamps and then placing them in an album.
Sebastián also uses a very important tool for philatelic enthusiasts: the magnifying glass (also present on the label), which allows him to observe the smallest details of each stamp.
