"50 years of Neuwirth Act" stamp on FDC from France

Timbre "50 ans de la loi Neuwirth" sur FDC de France

Le 18 mai 1966, le député de la Loire Lucien Neuwirth (1924-2013) dépose une proposition de loi "relative à la régulation des naissances" (ou "loi relative à la prophylaxie anticonceptionnelle"), visant à abroger la loi de 1920 interdisant tout recours à la contraception pour les femmes et pénalisant l'avortement.
Cette proposition de loi va susciter une discussion intense et passionnée, seulement onze femmes siégeant à l'Assemblée nationale à cette époque...
Cette loi qui porte le nom du député, sera adoptée par l'Assemblée nationale le 19 décembre 1967, autorisant l'usage des contraceptifs, et notamment la contraception orale.
Une autre loi adoptée en 1974 libéralisera la contraception qui sera alors remboursée par la Sécurité Sociale.
Le recours à l'avortement n'est toutefois pas concerné par cette loi Neuwirth et restera totalement interdit en France jusqu'à la promulgation de la loi Veil en 1975.
On May 18, 1966, French MP Lucien Neuwirth (1924-2013) made a draft law "about the regulation of births", aiming to repeal the Act of 1920 prohibiting all contraceptive use for women and penalizing 'abortion.
This draft law sparked an intense and passionate discussion, only eleven women sitting at the French National Assembly at that time...
This Act, which was named after this MP, was adopted by the French National Assembly on December 19, 1967, authorizing the use of contraceptives, and in particular oral contraception.
Another Act adopted in 1974 liberalized contraception, which was then be reimbursed by the Social Security.
However, the use of abortion was not covered by this Neuwirth Act and remained totally prohibited in France until the promulgation of the Veil Act in 1975.


Le 9 février 2017, la poste française à mis en circulation (vente anticipée) un timbre (0,85€) consacré au 50ème anniversaire de cette loi Neuwirth.
Ce timbre (tirage: 900018), conçu par l'illustratrice Aline Zalko, a été mis en vente anticipée à Paris (Carré d'Encre) et à Saint-Etienne, ville de naissance de Lucien Neuwirth.

Un portrait de Lucien Neuwirth figure sur ce timbre ainsi qu'une illustration (3 femmes d'âges différents) inspirée d'une affiche du mouvement français pour le planning familial datant de 1978.
Cette affiche incluait le slogan "un enfant... si je veux... quand je veux".
La fin de ce slogan est inclus sur le TAD Premier Jour, conçu par Mathilde Laurent.
On February 9, 2017, the French Post put into circulation (previewe sale) a stamp (€ 0.85) devoted to the 50th anniversary of this Neuwirth Act.
That stamp, designed by illustrator Aline Zalko, was put on preview sale in Paris ("Carré d'Encre") and in Saint-Etienne, the birthplace of Lucien Neuwirth.

A portrait of Lucien Neuwirth is included on that stamp as well as an illustration (3 women of different ages) inspired by a poster of the French family planning movement dating from 1978.
This poster included the slogan "un enfant... si je veux... quand je veux" ("a child... if I want... when I want").
The end of this slogan is included on the FDC cancellation, designed by Mathilde Laurent.
