50 years of French "Civil status central service"

50 ans du Service central d'état civil en France

Par décret du 1er juin 1965, le Service central d'état civil (SCEC) a été créé en France afin de répondre à une situation résultant de l'accession à l'indépendance de certaines des anciennes colonies françaises (principalement situées en Afrique).
Ce service rattaché au ministère français des affaires étrangères, est en effet chargé de centraliser l'état civil (actes de naissance, mariage, divorce, adoption...) des français nés à l'étranger, dressés dans les ambassades et consulats.
Mais la mission de ce service est également d'établir des actes d'état civil pour les personnes qui acquièrent la nationalité française ou de transcrire dans ses registres certaines décisions judiciaires rendues en France, mais concernant un événement d'état civil survenu à l'étranger...
By decree of June 1, 1965, the "Service central d'état civil" ("Civil status central service") was created in France resulting from the independence of some of the former French colonies (mainly located in Africa).
This service, depending on the French Ministry of Foreign Affairs, is actually charged to centralize civil status (birth, marriage, divorce, adoption...) of French people born in foreign countries, established in the French embassies and consulates.
But the mission of this Service is also to establish civil status certificates for individuals who acquire French nationality or to transcribe in its registers some judicial decisions ruled in France, but regarding a civil status established abroad...


Pour commémorer le 50ème anniversaire de la création de ce Service central d'état civil, la poste française a mis en circulation le 8 juin 2015 (vente générale) un timbre spécial (1,25€, tirage : 1000032).
La prévente de ce timbre, créé et gravé par Yves Beaujard, avait lieu le 5 juin 2015 à Nantes où ce Service est implanté mais aussi les 5 et 6 juin 2015 à Paris au Carré d'Encre.

To commemorate the 50th anniversary of the establishment of this "Service central d'état civil", the French Post has released on June 8, 2015 (general sale) a special stamp (€ 1.25, print run : 1,000,032).
The preview sale of that stamp, designed and engraved by Yves Beaujard, was held on June 5, 2015 in Nantes, where this service is located but also on 5 and 6 June 2015 in Paris at the "Carré d'Encre".

A noter sur le pli Premier Jour de Paris ci-dessus la signature d'Yves Beaujard, présent le 5 juin 2015 au Carré d'Encre pour des séances de dédicaces !
Le TAD Premier Jour, conçu par Sophie Beaujard, représente une version simplifiée du sceau officiel datant de 1848, apposé sur les actes d'état civil en France.
Ce sceau, également présent sur le timbre, montre une femme assise, effigie de la Liberté, tenant de la main droite un faisceau de licteur et de la main gauche un gouvernail sur lequel figure normalement un coq gaulois (non représenté ici). Les attributs des beaux-arts et de l'agriculture sont également traditionnellement représentés aux pieds de cette femme. 
To note on the first day cover from Paris above the signature of Yves Beaujard who was present on June 5, 2015 at the Carré d'Encre for signing sessions !
The FDC cancellation, designed by Sophie Beaujard, depicts a simplified version of the official seal, dating from 1848, affixed to civil status certificates in France.
That seal, also present on the stamp, shows a seated woman, an effigy of Liberty, holding in her right hand a lictor bundle and on her left hand a helm on which is normally included a Gallic rooster (not shown here). The attributes of fine arts and agriculture are traditionally represented at the feet of the woman.


Pour évoquer le caractère international de ce Service central d'état civil, une carte du monde ainsi que les couleurs du drapeau français, figurent dans la partie supérieure de ce timbre.
To evoke the international character of this "Service central d'état civil", a world map as well as the colors of the French flag, are featured in the upper part of that stamp.
