Le 22ème Congrès de l'UPU (Union Postale Universelle) était organisé à Beijing du 23 août au 15 septembre 1999, marquant alors le 125ème anniversaire de la création de l'UPU, une institution spécialisée des Nations unies, ayant pour objectif de favoriser le bon développement et la coopération des différents systèmes postaux du monde.
Il s'agissait du premier congrès de ce type organisé en Chine, 85 ans après l'adhésion du pays à l'UPU, dont le siège est situé à Berne en Suisse.
Ce 22ème Congrès, l'autorité suprême de l'UPU, rassemblait les représentants des 183 pays-membres (2000 délégués au total) et a discuté de l'état du secteur postal mondial et devait décider de son orientation.
Actuellement, les services postaux du monde entier traitent et distribuent (hors épidémie de covid-19...) environ 380 milliards d'envois de lettres et 6 milliards de colis chaque année !
The 22nd Congress of the UPU (Universal Postal Union) was organized in Beijing from August 23 to September 15, 1999, marking the 125th anniversary of the creation of the UPU, a specialized United Nations agency, whose objective is to promote the good development and cooperation of the different postal systems of the world.
It was the first congress of its kind organized in China, 85 years after the country's accession to the UPU, whose headquarters are located in Bern, Switzerland.
This 22nd Congress, the supreme authority of the UPU, brought together representatives of the 183 member countries (2,000 delegates in total) and discussed the state of the world postal sector and had to decide on its orientation
Currently, postal services around the world process and distribute (excluding during the covid-19 epidemic ...) around 380 billion letters and 6 billion parcels every year!
Le 23 août 1999, la poste chinoise a mis en circulation 2 timbres (et 1 bloc-feuillet) consacrés à ce 22ème Congrès de l'UPU, dont un (540 fen) a été utilisé sur cette jolie enveloppe pré-timbrée, envoyée le 18 décembre 2019 depuis la ville de Shenyang. Merci beaucoup Wenbo !
Ce timbre, conçu par Zhao Maoshent, représente le Beijing International Convention Center qui accueillait ce Congrès de l'UPU, avec une portion de la Muraille de Chine dans le fond.
L'autre timbre de cette série représente l'édifice qui a accueilli le 1er Congrès de l'UPU en 1874 à Berne.
A noter que ce 22ème Congrès de l'UPU coïncidait avec l'exposition philatélique mondiale Beijing 1999 et que 2 timbres annonçant ce Congrès avaient déjà été émis par la poste chinoise le 15 mai 1998.
L'enveloppe ci-dessus (240 fen) a été spécialement éditée le 6 février 2012 par la poste chinoise pour le nouvel an chinois, célébrant l'année du dragon, l'animal le plus vénéré par les chinois, parmi les 12 animaux du calendrier, créature de bon augure et symbole de l'empereur.
On August 23, 1999, the Chinese Post had put into circulation two stamps (and 1 souvenir sheet) dedicated to this 22nd UPU Congress, one of which (540 fen) was used on this pretty prepaid envelope, sent on December 18, 2019 from the city of Shenyang. Thank you very much Wenbo!
This stamp, designed by Zhao Maoshent, represents the Beijing International Convention Center which hosted this UPU Congress, with a portion of the Wall of China in the background.
The other stamp in this series depicts the building that hosted the first UPU Congress in 1874 in Bern.
To note that this 22nd UPU Congress coincided with the Beijing 1999 World Philatelic Exhibition and that two stamps announcing this Congress had already been issued by China Post on May 15, 1998.
The envelope above (240 fen) was specially edited on February 6, 2012 by the Chinese Post for the Chinese New Year, celebrating the Year of the Dragon, the most revered animal by Chinese people, among the 12 animals of the calendar, an auspicious creature and a symbol of the emperor.
