Trois jours avant la France, la principauté d'Andorre a émis le 27 mars 2009 également un bloc-feuillet dans le cadre de la campagne internationale de sensibilisation à la protection des régions polaires et des glaciers.
Ce bloc est émis par la poste française (Phil@poste) ce qui explique sans doute les nombreux points communs avec le bloc français !
Les 2 blocs évoquent uniquement la protection des pôles (tant pis pour les glaciers...) et utilisent les mêmes techniques d'impression : offset pour le fond et taille-douce pour les 2 timbres (même auteur : Yves Beaujard). Des manchots empereurs (0,56€ pour Andorre, 0,85€ pour la France) et un paysage polaire (0,85€ pour Andorre, 0,56€ pour la France) sont représentés sur les timbres des 2 blocs.
Three days before France, the Principality of Andorra has issued on 27th of March 2009 a souvenir sheet as part of the international awareness campaign about the Preservation of the polar regions and glaciers.
This sheet was issued by the French Post (Phil@poste) which probably explains the many common points with the French sheet !
The two sheets refer only to the protection of the poles (too bad for the glaciers...) and use the same printing techniques : offset for the background and intaglio for the two stamps (same engraver : Yves Beaujard). Some Emperor Penguins (€0.56 for Andorra, €0.85 for France) and a polar landscape (€0.85 for Andorra, €0.56 for France) are depicted on the stamps of the two sheets.

Il existe tout de même une différence avec le bloc français : l'emblème de cette campagne, un cristal de glace, a été inclus dans la marge de façon beaucoup plus visible...
Olivier a complété son affranchissement avec deux timbres (1c et 5c) de la série courante actuelle représentant les armoiries d'Andorre adoptées en 1969 (qui figurent également sur la drapeau national).
Le dernier timbre (20c) fait partie d'une autre série courante consacrée à des légendes andorranes. Ce timbre évoque la "Font de l'Esmelicat", une rencontre de lutte entre bergers andorrans (Pal) et espagnols (Os) afin d'attribuer des pâturages de la vallée de Seturia (ouest du pays). Vous devinerez par vous même qui a gagné !!
A noter que ce timbre, d'une valeur faciale de 3,80 F, faisait partie initialement d'un triptyque émis en 1997.
This Andorran souvenir sheet is included on this beautiful letter above mailed on 25th of May 2009 from Encamp, one of the seven parishes of the Principality.

There is still a difference with the French sheet : the official insignia of this stamp campaign, an ice crystal, has been included in the margin in a more visible way...
Olivier has completed his postage with two stamps (1c and 5c) from the current definitive series depicting the coat of arms of Andorra adopted in 1969 (which are also on the national flag).
The last stamp (20c) is part of another definitive series devoted to Andorran legends. This stamp evokes "La Font de l'Esmelicat", a wrestling match between Andorran (from Pal) and Spanish (Os) shepherds to allocate grazings of the Seturia valley (west of the country). You guess by yourself who has won !!
It's worth noting that this stamp, with a nominal value of F 3.80, was part of a triptych originally issued in 1997.

Je souhaitais également vous remontrer le timbre ci-dessus, émis dans le bloc-feuillet français, représentant un paysage polaire.
Ce timbre gravé a en effet été conçu à partir de la même photographie que celle servant de fond au bloc andorran...
Ce paysage montre un iceberg flottant au large de la partie occidentale de la péninsule antarctique.
I also wanted to show you again the stamp above, part of the French souvenir sheet, depicting a polar landscape.
This engraved stamp has indeed been designed from the same photograph as the one depicted on the Andorran sheet's background...
This landscape shows an iceberg floating off the western Antarctic Peninsula.

Le même jour, Olivier a déposé la lettre ci-dessus dans une boîte aux lettres de la poste espagnole à Encamp.
Comme déjà évoqué dans un message précédent, Andorre a la particularité de ne pas avoir d'administration postale propre. Les administrations postales françaises (depuis 1931) et espagnoles (depuis 1928) sont conjointement chargées de la gestion du service postal et émettent leur propres timbres avec des tarifs postaux différents...
Ainsi Olivier a choisi un timbre à 0,62€ (tarif espagnol vers l'Europe), émis le 9 février 2009, consacré aux 25 ans de l'Escola Andorrana (Ecole Andorrane). Cet établissement propose différentes matières d'enseignement en catalan (langue nationale) mais aussi en français, castillan et anglais. Plusieurs de ces matières sont inscrites sur ce timbre conçu par Areny Alvaro Rodriguez, un étudiant de baccalauréat Arts et Communication.
A noter que depuis le 1er janvier 2009, la franchise postale pour le régime intérieur n'existe plus. Un andorran devra ainsi s'acquitter de 0,32€ pour une lettre à destination d'Andorre ou de l'Espagne en utilisant le réseau postal espagnol ou 0,56€ pour Andorre ou la France en utilisant le réseau postal français.
Pour être complet, le tarif postal espagnol pour une lettre vers la France est de 0,62€ et le tarif postal français pour une lettre vers l'Espagne est de 0,70€...
On imagine aisément quelles sont les boîtes aux lettres les plus utilisées !!
Je me suis toujours demandé quel sort était réservé à une lettre affranchie avec un timbre andorran de la poste française déposée dans une boîte aux lettres de la poste espagnole (et vice-versa) ??
The same day, Olivier has put the letter above in a mailbox of the Spanish Post in Encamp.
As already mentioned in a previous post, Andorra has the particularity of not having its own postal administration. The postal administrations of France (since 1931) and Spain (since 1928) are jointly responsible for managing the postal service and issue their own stamps with different postal rates...
Thus Olivier chose a € 0.62 (Spanish postal rate to Europe) stamp, issued on 9th of February 2009, devoted to the 25 years of the Escola Andorrana (Andorran School). This school offers various disciplines taught in Catalan (the national language) but also in French, Spanish and English. Several of these disciplines are listed on this stamp designed by Areny Alvaro Rodriguez, a Bachelor student in Arts and Communication.
Note that since January 1, 2009, the domestic postal rate is not free any more. An Andorran citizen will have to pay € 0.32 for a letter to Andorra or Spain using the the Spanish postal system or € 0.56 to Andorra or France using the French postal network.
To be complete, the Spanish postal rate for a letter to France is € 0.62 and the French postal rate for a letter to Spain is 0.70 €...
It's easy to imagine which mailboxes are the most used !!
I've always wondered what happened to a letter franked with an Andorran stamp issued by the French Post put in a mailbox of the Spanish Post (and vice versa) ??
