37ème Congrès philatélique de la région Île-de-France - TAD spécial

Le 31 mars 2019 a eu lieu le 37ème congrès du Groupement des Associations Philatéliques de Paris-Île-de-France (GAPHIL), dans les salons d'honneur de l'Hôtel de Ville de Boulogne-Billancourt (92 - Hauts-de-Seine).
Le GAPHIL (région I), un des groupements philatéliques régionaux les plus importants de France (affilié à la FFAP), regroupe 74 associations fédérées (2587 adhérents) réparties dans les 8 départements de la région Île-de-France, dont la capitale, Paris.
A cette occasion, l'association philatélique de Boulogne-Billancourt (APBB) organisait une exposition régionale (31 collections en compétition) les 30 et 31 mars 2019, intitulée "Boulogne-Billancourt - 80 ans de philatélie".
On March 31, 2019, the 37th Congress of the Group of Philatelic Associations of Paris-Ile-de-France (GAPHIL) took place in the salons of honor of the Boulogne-Billancourt Town Hall (92 - Department of Hauts-de-Seine).
The GAPHIL (region I), one of the largest regional philatelic groups in France (affiliated to the FFAP), brings together 74 federated associations (2587 members) distributed in the 8 departments of the Île-de-France region, including the capital, Paris.
On this occasion, the Philatelic Association of Boulogne-Billancourt (APBB) organized a regional exhibition (31 collections in competition) on March 30 and 31, 2019, entitled "Boulogne-Billancourt - 80 years of philately".

Un TAD spécial, mentionnant ce 37ème congrès ainsi que cette exposition "Boulogne-Billancourt - 80 ans de philatélie" a été mis en circulation à cette occasion, appliqué sur la lettre ci-dessus. Merci beaucoup Joël !
Ce TAD comporte en son centre le blason de la ville de Boulogne-Billancourt, une barque avec un poisson en haut à gauche et une fleur de lys en haut à droite (sur fond rouge et bleu).
Joël a affranchi sa lettre avec un exemplaire "Lettre Verte" (0,88 € actuellement) de la nouvelle Marianne "l'engagée" (version autocollante ici) émise le 20 juillet 2018.
A noter l'application d'une vilaine oblitération mécanique lors du transit de cette lettre, le 1er avril 2019, par la Plateforme Industrielle du Courrier (PIC) de Bois d'Arcy (code ROC 41974A)...
A special postmark, mentioning this 37th congress as well as this exhibition "Boulogne-Billancourt - 80 years of philately" was put into circulation on this occasion, applied to the letter above. Thank you very much Joël!
This cancellation has in its center the coat of arms of the city of Boulogne-Billancourt, a boat with a fish in the top left and a fleur-de-lis at the top right (on a red and blue background).
Joël stamped his letter with a "Green Letter" copy (0.88 € currently) of the new Marianne "L'engagée" (self-adhesive version here) issued on July 20, 2018.
To note the application of an ugly mechanical cancellation when this envelope passed, on April 1, 2019, by the Industrial Mail Platform (PIC) of Bois d'Arcy (code ROC 41974A) ...
