"25 years of the National Bank" m/s on cover from Kyrgyzstan (KEP)

Bloc-feuillet "25 ans de la banque nationale" sur lettre du Kirghizstan (KEP)

Par une résolution du Conseil suprême du 6 mars 1992, la banque d'État kirghize, créée en 1991 lors de l'indépendance du pays, a été transformée en banque nationale de la République kirghize.
Son objectif est d'atteindre et de maintenir la stabilité des prix en menant une politique monétaire appropriée, en maintenant le pouvoir d'achat de la monnaie nationale et d'assurer l'efficacité, la sécurité et la fiabilité des systèmes bancaires et de paiement dans ce petit pays d'Asie centrale.
Le 17 novembre 2017, la Kyrgyz Express Post (KEP), le 2ème opérateur postal désigné du Kirghizstan, a mis en circulation un élégant bloc-feuillet (3 timbres + 1 vignette) consacré au 25ème anniversaire de la banque nationale de la République kirghize.
J'ai eu la chance de recevoir ce splendide pli envoyé en recommandé de Bichkek le 13 décembre 2017, affranchi avec ce bloc-feuillet (tirage : 5000) !
By a resolution of the Supreme Council of March 6, 1992, the Kyrgyz State Bank, established in 1991 after the independence of the country, was transformed into a National Bank of the Kyrgyz Republic.
Its objective is to achieve and maintain price stability by conducting an appropriate monetary policy, by maintaining the purchasing power of the national currency and ensuring the efficiency, security and reliability of the banking and payment systems in this small country of Central Asia.
On November 17, 2017, the Kyrgyz Express Post (KEP), the 2nd designated postal operator of Kyrgyzstan, issued an elegant souvenir sheet (3 stamps + 1 label) dedicated to the 25th anniversary of the National Bank of the Kyrgyz Republic.
I was lucky enough to receive this splendid letter sent by registered mail from Bishkek on December 13, 2017, franked with this souvenir sheet (print run: 5,000)! 


Le timbre de format horizontal (100 KGS) montre des exemples de billets de banque (500 KGS - introduit en 2010) et de pièces de monnaie (1, 3 et 10 KGS - introduites en janvier 2008) en circulation actuellement au Kirghizstan.
Ce billet comporte un portrait de Sayakbay Karalaev (1894-1971), un des grands conteurs de l'épopée de Manas, inscrite en 2009 par l'UNESCO sur la liste représentative du patrimoine culturel immatériel de l'humanité.
La banque nationale de la République kirghize frappe régulièrement des pièces dites "commémoratives" comme les 2 exemplaires représentés sur les 2 autres timbres de ce bloc-feuillet.
Ces 2 pièces (10 KGS) font partie d'une série de 7 pièces émises en 2017 ayant pour thème la faune protégée du Livre Rouge du Kirghizstan, des gazelles à goitre (Gazella subgutturosa) et une grande outarde (Otis tarda) ici.
The horizontal format stamp (100 KGS) shows some examples of banknotes (500 KGS - introduced in 2010) and coins (1, 3 and 10 KGS - introduced in January 2008) currently in circulation in Kyrgyzstan.
This banknote features a portrait of Sayakbay Karalaev (1894-1971), one of the renowned taletellers of the Epic of Manas, inscribed in 2009 by UNESCO on the Representative List of the Intangible Cultural Heritage of Humanity.
The National Bank of the Kyrgyz Republic is regularly minting so-called "commemorative" coins such as the 2 examples depicted on the other 2 stamps of this souvenir sheet.
These 2 coins (10 KGS) are part of a series of 7 coins issued in 2017 on the theme of the protected wildlife of the Kyrgyzstan Red Book, goitered gazelles (Gazella subgutturosa) and a great bustard (Otis tarda) here.


Ces pièces en métal précieux (argent et alliage argent-or) sont émises à seulement 3000 exemplaires et commercialisées respectivement à un prix de 2000 et 2300 KGS...
J'ai également eu la chance de recevoir le très joli FDC officiel ci-dessus (tirage : 400) concernant les 3 timbres de ce bloc-feuillet (conception : Anastasia Pariniuc), avec son TAD Premier Jour représentant l'emblème de la banque nationale de la République kirghize (l'édifice abritant cette institution est représenté sur cette enveloppe ainsi que dans la marge en bas à droite sur le bloc-feuillet).
A noter enfin, le thème s'y prête, la présence inhabituelle du symbole de la monnaie kirghize (som ou KGS) à côté des valeurs faciales sur ces 3 timbres !
These precious metal coins (silver and silver-gold) are issued in only 3,000 copies and sold respectively at a price of 2,000 and 2,300 KGS...
I was also lucky to receive the very nice official FDC above (print run: 400) concerning the 3 stamps of this souvenir sheet (design: Anastasia Pariniuc), with its First Day cancellation representing the emblem of the National Bank of the Republic Kyrgyz (the building housing this institution is shown on this envelope as well as in the margin at the bottom right of the souvenir sheet).
To note finally, the theme lends itself, the unusual presence of the symbol of Kyrgyz currency (som or KGS) next to the nominal values on these 3 stamps!
