UEFA EURO 2016 and Rio 2016 Olympics stamps on cover from Monaco

On June 1, 2016, the OETP ("Office des Émissions de Timbres-Poste") of Monaco has released two stamps devoted to the theme of sport, the UEFA European Football Championship (€ 1.00) and the Olympic Games in Rio (€ 1.25).
These two stamps, each issued in sheet of 10 stamps, are included on the cover below sent on August 10, 2016 from the Principality of Monaco.
To note the round shape of the stamp dedicated to this 15th UEFA European Football Championship, held in France from June 10 to July 10, 2016.

That stamp (print run : 50,000), designed by Jean-Paul Véret-Lemarinier, shows a player making a bicycle-kick, with a map of France in the background, including flags of some participating countries (including France) as well as the location of the 10 stadiums of this competition.
I do not know exactly what these 12 golden stars included on that stamp mean ??
The other stamp above to the right (print run : 50,000, design : David Maraskin), devoted to the Olympic Games in Rio de Janeiro, was supposed to represent the 6 disciplines (athletics, rowing, gymnastics, judo, taekwondo, sailing) in which Monegasque athletes competed.
The delegation of Monaco was finally composed of only three athletes in Rio : Kevin Crovetto (gymnastics), Brice Etès (athletics) and Yann Siccardi (judo).
That stamp, bearing the yellow and green colors of the Brazilian flag, includes the emblem of the Monaco Olympic Committee at the bottom left.
Monaco has the particularity of being the country having the most appearances at the Summer and Winter Olympics (28 editions) without ever having won any medal...
