On May 7, 2017, the Latvian Post (Latvijas Pasts) issued a special envelope on the occasion of the 90th anniversary of the creation of the Philatelic and Numismatic Department of the Riga Latvian Society (RLB - Rīgas Latviešu biedrība).
This Riga Latvian Society, founded in 1868 and whose activities resumed just before the second independence of the country from 1989, is the oldest organization in the country and has played an essential role in the history of the Latvian nation, contributing to the creation of several national institutions in the fields of education, culture and science, still in operation today.
This Philatelic and Numismatic Department (Filatēlistu un numismātu nodaļai), created on May 7, 1927, is today called Latvian Philatelic Society (LFS - Latvijas Filatēlistu Savienība) and plays an important role both in the creation of philatelic products and in the organization of events for Latvian philatelists.
I was lucky enough to receive this very nice philatelic document (print run : 1,000), designed by Vera Keidane who was kind enough to sign this envelope!
Vera Keidane also designed the personalized stamp (€ 0.50) representing a tree (an oak or linden ?, the 2 national trees) with some of the stamps issued in Latvia during the period of the country's first independence between 1918 and 1940.
This personalized stamp's service is proposed by the Latvian Post since 2014.
The LFS logo of this Latvian Philatelic Society as well as the years 1927-2017 are also present on that stamp as well as on the special cancellation from Riga (design : Ģirts Grīva).
The illustration on this envelope on the left includes the same tree as well as 3 coins (in lats and euros) representing the profile of Maiden, the national allegorical figure of Latvia.
In order to reach the postal rate for a priority shipment up to 20g to France (€ 0.78 currently), Vera added two stamps belonging to the lovely definitive series devoted to flowers, narcissus (€ 0.03, issued on January 2, 2014) and dahlias (€ 0.25, issued on January 9, 2015).

Merci beaucoup Ji-Ho !
After two first series (3 stamps issued each time) issued in 2015 and 2016, the Korean Post has released a 3rd series (3 stamps also) on April 27, 2017 devoted to the theme of "Science in Korea".
Three scientists from different periods of the country's history, King Sejong the Great, Choi Mu-seon, and Woo Jang-chun, are in the spotlight this year, all inductees of the Korea Science and Technology Hall of Fame, three "distinguished scientists and engineers who brought honor to Korea"...
I was lucky enough to receive the different covers below regarding this series, with special cancellations dated April 28, 2017, from Nambusan. Thank you very much Ji-Ho!
These 3 stamps (330 won, print run : 210,000 each) were printed by Cartor Security Printing in a same sheet consisting of 18 stamps (6 of each).
Designed by Shin Jaeyong, these stamps include pictograms referring to the works of these scientists, also featured on the postmarks.
The two stamps above are devoted to King Sejong the Great (1397-1450), known for his efforts to promote science and technology as a governing philosophy and to have contributed to remarkable progress in many fields such as astronomy, geography, printing, national defense, medicine or agriculture.
He is also at the origin of the Hunmin Jeongeum ("The Proper Sounds for the Instruction of the People" today called Hangeul, the alphabet intended to replace then the Chinese writing system used in the country.
Choi Mu-seon (1325-1395) was a general and a scientist from the late Goryeo period, known for having developed gunpowder for the first time in Korea as well as firearms which helped to improve the military capacity of the Joseon dynasty and in particular to fight against the Japanese invaders who attacked the coastal region of the province of Jeolla in 1380.
Woo Jang-chun (1898-1959) was finally an agricultural scientist and a botanist who played a major role in Korea's food self-sufficiency (after independence) and in the advancement of genetics, hybridization and breeding science on an international scale.
He participated in the creation of the Korean Agricultural Sciences Research Institute in Busan and developed different plant species (radish, cabbage, potato) adapted to the local soil.

Merci beaucoup Slavek !
I have already mentioned on this blog this emotional tribute on stamp (on May 3, 2017) to one of the greatest sportswomen in Czechoslovakian and then Czech history, Věra Čáslavská (1942-2016), 7 times Olympic champion at the 1964 and 1968 games.
It is that same stamp (16 CZK), designed by Zdeněk Netopil, which appears in two copies on the letter below sent from Prague on the first day of issue. Thank you very much Slavek!
To note this special postmark, put into circulation from 3 to 5 May 2017 by the main post office of Prague 1, showing the gymnast during a floor (or balance beam) exercise.
Also designed by Zdeněk Netopil, this postmark is very close to the First Day cancellation.

EUROPA 2017 (Castles) stamps on cover from Germany
On May 11, 2017, the Deutsche Post put into circulation its EUROPA stamp dedicated this year to the theme of castles ("Burgen"), in particular to the Wartburg Castle (Land of Thuringia) located in central Germany.
Jens (thank you very much!) used two copies of that stamp (€ 0.70, design : Nicole Elsenbach), printed in sheet of 10 stamps as ususal, to frank the letter below sent on the 1st day of issue from the city of Bielefeld (North Rhine-Westphalia).
This exceptional site, located on a hill southwest of Eisenach and integrated into a forest landscape, inscribed on the World Heritage List since 1999, is considered by UNESCO to be "the ideal castle".
According to UNESCO: "Although it has retained some original sections from the feudal period (11th century), the form this Wartburg castle acquired during the 19th-century reconstitution gives a good idea of what this fortress might have been at the height of its military and seigneurial power".
This site (350,000 visitors per year), an outstanding monument of the feudal period in central Europe, is also marked by the clandestine stay of Martin Luther, housed in the castle at the request of Frederick the Wise, between 1521 and 1522.
It was during this period that Luther translated the New Testament and a part of the Old Testament into German.
The German Post undoubtedly chose this castle to remind us the commemorations this year of the 500th anniversary of the Reformation, initiated by Luther.

"Kingfishers" stamp set on FDC from Singapore
On April 26, 2017, the SingPost put into circulation a very nice series of 4 stamps (large sizes : almost 45 mm square in shape !) devoted to 4 of the 8 species of kingfishers recorded in Singapore.
These birds are small to medium sized and have very colored plumages and large beaks (relative to their body size), and live close to water environments, feeding on fish most of the time.
This complete set appears on the beautiful official FDC below. Thank you very much Terence!
These 4 stamps have the particularity to include elements (printed with a special UV varnish) representing other animal species living in the same environment as these birds : snake, dragonfly, lizard and otter.
These four stamps, designed by Leo Teck Chong, represent the following kingfisher species (from left to right) : Black-capped kingfisher (Halcyon pileata), Blue-eared kingfisher (Alcedo meninting), very similar to our Common kingfisher in Europe, Black-backed kingfisher (Ceyx erithaca), the smallest species of this family living in Singapore, and White-throated kingfisher (Halcyon smyrnensis), the most common species in Singapore (already featured on a stamp in 1962).
It should be noted that another species, the White-collared Kingfisher (Todirhamphus chloris), was part of the stamp series "Pond life" issued on April 13, 2011.

On September 12, 2016 took place, in the historical building of the National Theatre in Prague, the official funeral ceremony of Věra Čáslavská (born in 1942), considered as the greatest Czechoslovak gymnast in history.
On May 3, 2017, the Czech Post issued a stamp (16 CZK) dedicated to Věra Čáslavská, designed by Zdeněk Netopil from a beautiful portrait dating back to her period of activity in the mid-1960s (to note the coat of arms of Czechoslovakia on her left shoulder).
A big thank you Bret for this official FDC (print run : 4,700), with cancellations from Prague and engraving (by Bohumil Šneider) showing the gymnast in the balance beam exercise, regarding this nice stamp!

Merci beaucoup Gregorz !
On May 5, 2017, the Polish Post issued its EUROPA stamp dedicated this year to the theme of "castles", showing an original overview of the Pieskowa Skała Castle (meaning "Little Dog's Rock"), appearing to be detached from the Earth...
Designed by Karol Tabaka, that stamp (5 PLN, print run : 225,000), printed in a sheetlet of 9 stamps, appears on the official FDC below, with postmark from Krakow, sent on May 9 2017 (the Europe Day!) from the city of Łosice (center-east of the country). Thank you very much Gregorz!
This castle is indeed located near Sułoszowa, about thirty kilometers north of Krakow.
Built in the 14th century under the reign of the King of Poland Casimir III the Great, this castle, rebuilt in the mid-16th century in a Mannerist style, was redesigned several times over the centuries and is today one of the best-known examples of a defensive Polish Renaissance architecture.
To note this interesting FDC cancellation featuring the current plan of this castle and including the EUROPA logo.

"Installation of the 15th Yang di-Pertuan Agong" stamp set on FDC from Malaysia
As a reminder, Malaysia is a Federation composed of 13 states and three federal territories. It is also a constitutional monarchy whose head of state is a monarch, the Yang di-Pertuan Agong ("supreme ruler" in Malay), more commonly known as the King of Malaysia.
His particularity is to be one of the few elected monarchs (for a 5 years-term) in the world. He is elected among the nine hereditary sultans of the Malay States (the other 4 states, led by Governors, do not participate in this election).
Its role is mainly honorific, the executive power being held by the Prime Minister.
On December 13, 2016, the Sultan of the state of Kelantan (since 2010), Muhammad V (born in 1969), became the 15th Yang di-Pertuan Agong since the independence of Malaysia in 1957.
On the day of his installation, on April 24, 2017, the Malaysian Post has put into circulation a series (1 stamp + 1 souvenir sheet) in honor of this new King.
This series appears on this interesting official FDC above, with cancellations from Kuala Lumpur (with the mention "Dirgahayu Tuanku" ou "Long live the King"), the Malaysian capital where the royal residence (Istana Negara) is located. Thank you very much Khor!
The official portrait of the new Yang di-Pertuan Agong is reproduced on the stamp (60 sen, print run : 200,000) entitled "The King as the Head of the Nation", while the souvenir sheet (RM 5, print run : 30,000) was designed from a photograph showing Muhammad V when he took up his post on December 14, 2016 in the throne room (Balairong Seri) of the palace of Istana Negara.
At this ceremony, Muhammad V was sworn in and signed his proclamation act (letter read by Prime Minister Najib Razak).
To note finally the signature (on the left) on this envelope of the designer (I suppose ?) of this series.

EUROPA 2017 (Castles) stamp on FDC from Moldova
For the first time since 2002 (circus), the Post of Moldova has issued this year only one EUROPA stamp, devoted to the theme of castles.
That stamp devoted to the impressive complex of the Castle Mimi ("Castelul Mimi") was officially unveiled on April 28, 2017 by the Post of Moldova during a ceremony held at this place located in the municipality of Bulboaca (Anonii Noi district) in the south-east of the country.
That stamp (L 11), designed by Vitaliu Pogolşa, was printed in a sheet of 10 stamps (print run : 10,000 sheets) as well as in a booklet composed of a souvenir sheet of 4 stamps (print run : 5,000 booklets).
A big thank you Nicolae for this pretty official FDC below (print run : 400) about this EUROPA stamp, with cancellation from Bulboaca (MD-6512)!
I really like that stamp and First Day postmark showing the main façade of this building, considered as an architectural monument of national importance in Moldova, built at the end of the 19th century (finished in 1900) by the then governor of Bessarabia and winemaker Constantin Mimi (1868-1935).
Built with reinforced concrete and inspired by French architecture (Mimi had studied viticulture and winemaking in France), this building is considered to be the first wine "Château" in Bessarabia (storage capacity of 300,000 liters of wine).
Restored between 2011 and 2016, this Mimi Castle is today a major tourist attraction of this region of Moldova, consisting of a museum, a hotel, a restaurant, a gallery for young artists, conference facilities and, of course, wine tasting halls.

EUROPA 2017, Empress Maria Theresa and gymnast Věra Čáslavská on Czech cover
On May 3, 2017, the Czech Post issued three new stamps dedicated respectively to the Frýdlant Castle (EUROPA 2017 stamp), the 300th anniversary of the birth of Empress Maria Theresa of Austria (1717-1780) and to Věra Čáslavská (1942-2016), the glory of Czechoslovak gymnastics, 7 times Olympic champion (at the 1964 and 1968 games).
Bret was kind enough to send me this beautiful letter, sent by registered mail from Prague on the first day of issue, franked with these three new stamps about which I will write in more detail in a future article on this blog.
For the 24th consecutive year, the Czech Post, together with the newspaper "Právo" and the magazine "Filatelie", carried out a public survey to designate the most beautiful stamp issued in 2016.
In that same survey, voters had to also designate the most beautiful cancellation put into circulation in 2016 as well as their preferred First Day envelope.
As already mentioned on this blog, the stamp chosen was the one dedicated to the 700th anniversary of the birth of Charles IV (1316-1378), King of Bohemia and Emperor of the Holy Roman Empire.
It is the First Day envelope put into circulation for that same stamp which was also designated by this survey.
On this occasion, the Czech Post published the special envelope above (thanks again Bret!), including on the left the initial engraving of this cover, designed by Jan Kavan and engraved by Miloš Ondráček.
The initials of the two authors (JK - MO) are featured in the foliage of the stylized tree in the upper right.

Amazing "60 years of the Fillods" minisheet on FDC from TAAF (Crozet)
In 1956, the French architect, entrepreneur and designer Ferdinand Fillod (1891-1956) created and installed prefabricated metal structures (called "Fillod Taafiennes") on the islands of the French Southern and Antarctic Lands (TAAF) to house the French scientific expeditions, serving as housing, offices, clinics...
On November 3, 2016, the TAAF postal administration put into circulation, during the 70th "Salon philatélique d'automne" in Paris, an incredible minisheet (print run : 33,000) dedicated to the 60th anniversary of the installation of these "Fillods" in the TAAF , in the district of Crozet in particular.
This minisheet is composed of two embossed stamps (€ 1.60 and € 2.70) on a completely white background, a first for a TAAF stamp issue (is it a world first too ?).
It is this minisheet that appears on the FDC above, with cancellations from the Crozet Islands and its permanent scientific base Alfred Faure (situated on the Possession Island).
As usual, a rectangular inkmark indicating the latitude and longitude of this Alfred Faure base was applied to this envelope by the postal manager in Crozet.
The engraver and medalist Nicolas Salagnac ("Meilleur Ouvrier de France" in 2000 in steel engraving) created the punches of these two stamps, showing respectively penguins next to a "Fillod" (same design as the blue illustration in the bottom margin of the minisheet) and a portrait of Ferdinand Fillod next to a "Fillod" being installed.
During my visit to Paris during this 70th "Salon philatélique d'automne", I took the two photographs above (recto) and below (verso), making it possible to better appreciate the appearance and embossment of these two stamps!

25 years of diplomatic relations with Germany - special postmark in Moldova
The Federal Republic of Germany recognized the independence of the Republic of Moldova on December 14, 1991 and diplomatic relations between the two countries were officially established on April 30, 1992.
The two countries quickly opened their respective diplomatic missions : the German Embassy in Chişinău on November 2, 1992 and the Moldovan Embassy in Bonn (then in Berlin) on March 28, 1995.
Germany is one of the main economic partners of Moldova and plays a major political role in the European integration of Moldova or for a peaceful settlement of the conflict with Transnistria.
Human ties finally link the two countries, in particular the episode marking the arrival of German settlers from 1814, after the Russian-Turkish war. The Post of Moldova had issued a stamp in 2014 to commemorate the 200th anniversary of the arrival in Bessarabia of these German settlers.
On April 30, 2017, the Post of Moldova issued the 14th cancellation of the same type since the beginning of the year, dedicated to the 25th anniversary of the establishment of diplomatic relations between Moldova and Germany.
This postmark was officially unveiled on April 27, 2017 at the Post of Moldova's headquarters in Chişinău, in the presence of the German Ambassador to Moldova, Ulrike Knotz, and representatives of the Post of Moldova and the Moldovan Ministry for Foreign Affairs.
Thank you very much Nicolae for this envelope above (design : Lilian Iaţco, print run : 5,000) including this postmark from Chişinău (MD-2012), franked with a personalized stamp with a value of L 1.75 (2013 model, printed in sheet of 8 Stamps + central label) representing the flags with maps of the 2 countries in background!
This postmark features two cultural institutions from both countries : the main concert hall of the Berliner Philharmonie, which was inaugurated in 1963, and the Organ Hall (Sala cu Orgă) in Chișinău, located since 1974 in this classic style's building inaugurated in 1901.
In addition to its monumental organ, this building houses the Moldova National Chamber Orchestra.
Nicolae completed his postage with 2 other stamps on the back of this envelope above, in order to reach the current tariff for a priority shipment up to 20g sent to France (L 11.00 currently).
The stamp on the right (7.75 rubles and then 7.75 Leu from February 1, 2006) is part of a series of 4 stamps (design : Pál Varga), issued on July 20, 1992, depicting the same supersonic aircraft, with different colors.
The other stamp (L 2.50) is part of the EUROPA series, consisting of 3 stamps, issued on June 18, 1994, whose theme was dedicated to great discoveries. Through this series, the Post of Moldova has chosen to evoke space research and in particular the 25th anniversary of the first lunar module (Apollo 9 Mission in 1969) here.
"100 years of the Fatima Apparitions" m/s on cover from Luxembourg
After Paul VI in 1967, John Paul II in 1982, 1991 and 2000 and Benedict XVI in 2010, Pope Francis is the fourth pope to make a visit to Fátima, today and tomorrow, on the occasion of the 100th anniversary of the Apparitions of Our Lady of Fátima in Portugal.
As a reminder, the Virgin Mary appeared to three young shepherds in Fátima, a small village in central Portugal, six times during the year 1917 (between 13 May and 13 October).
The site of these apparitions has been transformed into a Marian sanctuary and is today a world center of pilgrimage.
This devotion to the Virgin of Fátima, very popular among the Portuguese population, has spread throughout the world, and in Luxembourg in particular where a large Portuguese community is living.
In a scattered order (from March 7 to March 13, 2017), the postal administrations of Luxembourg, Poland, Slovakia and Portugal put into circulation a nice joint souvenir sheet dedicated to the 100th anniversary of these apparitions of Fátima.
I was lucky enough to receive this great cover, franked with the Luxembourg version of this joint souvenir sheet (€ 0.95, design : "Design & etc", issued on March 7, 2017), sent on April 29, 2017 from the municipality of Wormeldange. Thank you very much Holger!
To note this special postmark mentioning the 25 years of the Crémant de Luxembourg "Poll-Fabaire", Wormeldange (located near the German border, in the east of the country) being well known for its vineyards and its microclimate thanks to the valley of Moselle.
About these apparitions of Fátima, each year, on Ascension Day, nearly 20,000 pilgrims, most of them from the Portuguese community, participate in the pilgrimage in Wiltz, in northern Luxembourg, where a sanctuary was erected in 1951 in honor of Our Lady of Fátima.

"NATO's new headquarters" stamp on cover from Belgium
On October 22, 2016, the Belgian Post (bpost) put into circulation (preview sale in Lede, First Day on October 24, 2016 in Brussels) an impressive 70 mm-long stamp devoted to the new headquarters of NATO (North Atlantic Treaty Organization) located in Haren in the Brussels region.
This new headquarters, built between 2010 and 2016 in front of the former headquarters, houses the North Atlantic Council and the national delegations of the 28 member countries as well as the liaison offices or diplomatic missions of the partner countries or the State International Military Staff.
As a reminder, NATO was founded in 1949 by 12 founding countries (Belgium, Canada, Denmark, United States, France, Iceland, Italy, Luxembourg, Norway, Netherlands, Portugal and United Kingdom).
NATO's essential purpose is to safeguard the freedom and security of its members through political and military means.
It is that stamp, designed by Kris Maes ("1 Europe" rate for a standardized shipment up to 50g to Europe - € 1.13 currently from 5 stamps purchased, € 1.23 otherwise), which was used on the letter above, sent from Brussels, without cancellation unfortunately. Thank you very much Jacques!
That stamp, printed in a sheetlet of 5 stamps (print run : 23,435 sheetlets), was designed from a model of the façade of this new headquarters (a building designed to be sustainable and ecological), with the flags of the 28 member countries on the left (in alphabetical order in English) and the NATO logo on the right.
The other 16 NATO's member countries : Greece and Turkey (1952), Germany (1955), Spain (1982), Czech Republic, Hungary and Poland (1999), Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia, Slovenia (2004), Albania and Croatia (2009).
It should be noted that this NATO headquarters was originally located in London and then in Paris until 1966 when France withdrew from the integrated military structure and in Brussels from 1967.
Most of its member countries have issued stamps devoted to NATO in the past, the first ones being issued in 1952 by Portugal and the United States.
